AREAS OF PRACTICE
Education Law
Mr. Horton advises and represents numerous school districts throughout Arizona. His education law practice includes employment matters, procurement, commercial transactions, intergovernmental relations, elections, special education, student rights and responsibilities and governance issues.
Municipal Law
Mr. Horton represents and advises several municipalities and other public entities in matters that include public records and opening meetings, employment, procurement, elections, and intergovernmental relations. He has assisted local government in the acquisition and financing of major public utilities. He has also served as defense counsel to various municipalities (and school districts) in litigation involving civil rights, local lawmaking, elections, and personal injury.
Health Care
Mr. Horton regularly advises and represents several community mental health centers throughout Northern Arizona.
Prior to joining Mangum, Wall, Stoops & Warden, P.L.L.C., Mr. Horton worked for the Northern Arizona Regional Behavioral Health Authority. Mr. Horton also served as a Law Clerk to the Honorable Thomas C. Honzel of the Montana First Judicial District, from 1994-1995, and served on the staff and editorial board of the Public Land Law Review during his three years of law school.
